FINAL WEEKLY CHIEF EXECUTIVE UPDATE
WEEK COMMENCING 28th SPETEMBER 2009
Sadly this will be the last blog for the time-being. I failed to file one last week so I will include some of the high spots from the week commencing 21st September also.
Monday 21st September
Staff Partnership Forum
We had a meeting of the SPF this morning where I was able to update the team on the most recent news of the evolving ABHB organisation. The new structures document is now published and staff representatives were asked to ensure that all of their teams have the opportunity contribute their comments to the new organisation, in addition to feeding into the organisations response if one should choose to do.
The time scale for the recruitment of level three posts had suffered from the delayed publication of the document and so it is unlikely that level 3 posts will be appointed much before December. This means that everyone will need to remain really focussed on the job in hand during a phase of unparalleled change.

The SFG also noted the notes of the most recent meeting of the Transition board.
Management Team
SPF was followed later in the day by the last meeting of the Management Team for the tLHB. The agenda included
- QOF visits for 08/09
- The closure of the work of the Modernisation Steering Group
- Carers Assessment posts in the Local Authority
The MT then considered the current iteration of the Legacy presentation for the event to be held on the 25th September. Directors committed to making the necessary adjustments to the presentation before the event gets too close.
Transition Board
Transition Board follows on the MT meeting with the addition of Ralph – our non-officer board member for transition. At the board we received the transition reports from all of the work streams which are conveyed to the Programme Board as part of the transition arrangements.
Tuesday 22nd September
Local Service Board
Colleen and a representative from the 3PD – Primary Asset – addressed the LSB on progress with the North of the Borough Resource Centre. They made a presentation for the group which encapsulated the various elements of the project still to be resolved and the risks associated with the current position. The most pressing issue is to get the bid document completed and into WAG by the end of November. This will enable the project milestones to be adhered to. In addition the LSB was asked to be vigilant around the planning process and any potential delays that might occur through that.
Also on the agenda of the LSB today was:
- Children with Disabilities project
- The mental health and well being projects
- Data and information sharing project
- LSB conference in October in Llandudno
The board was generous in its comments to the Chair and I – since it was out last meeting with them ands wished all in the tLHB well for the future – what ever it brings.
Wednesday 23rd September
I visited Dr Goodall today to discuss the potential to move to Powys for a position on their board. Dr Goodall was content that this position presented my with the best ‘fit’ for the skill set I have and was generous in allowing me to make the move by the 1st October.
Thursday 24th September
Gwent CEOs
The predominant focus for today’s meeting of the CEOs was the financial position at Month 5 for the health community. All members of the group offered their particular financial positions and in particular the pressures that prevail on the individual budgets as the end of the predecessor organisations approaches.
Common to all of the member organisations is the challenge of continuing NHS Healthcare (CHC). This is certainly a pressure (increasingly) for Caerphilly and will require a complete re-think within the new organisation, since all aspects of the service from assessment, through to commissioning and review assessments requires attention, not to mention more effective modelling and forecasting for the future demand.
The CEOs also considered a paper which discussed the agreements for English contracts, particularly under the new system of payment by results (PbR) and the role of the Accountable Officer for Controlled Drugs, which as you know I have occupied for the last 9 months and which needs to transfer to Dr Goodall when he becomes CEO on 1st October.
Shadow Board for ABHB
The papers for the shadow boar are on circulation and far too thick to try to précis here, however the issue of CHC and the month 5 financial position dominated this agenda as it had in the CEO meeting previously held today.
A large section of the meeting dealt with governance issues for the new organisation, and the new structures document was discussed briefly too. We had feedback from the programme of benefits realisation workshops and proposed TORs for the staff partnership arrangements in the new organisation.
The group also agreed that it was prestigious for the community to receive a visit from the Health Minister on 1st October, which is transfer day for ABHB.
Friday 25th September
Legacy Event
Today the health community held a celebratory event aimed at providing the new board with rich insights into the work of the predecessor organisations, in terms of key achievements, and key issues for the future of the services in each of the boroughs.
The presentations carried similar themes as you would expect, but they also clearly showed differential priorities throughout the new health community which will – at some time- require attention, particularly if investment is concerned.
I spoke about Caerphilly’s history, achievements and priorities and was pleased to be joined by the executive team and heads of departments, with the exception of the finance team, who were meeting with McKinseys who are working ‘amongst us’ at present..
As you know I had a frenetic week-end with a table top sale in Usk (thanks to all who donated items for the sale – we made £492!!) and a wine tasting evening at the Orchard later the same day.
WEEK COMMENCING 28th SPETEMBER 2009
On Monday we had a reduced Director’s meeting with Jayne, Adam and Gill where we tied up the loose ends of several issues and moving onto to Tuesday we held the quarterly meeting of the Local Intelligence Network (LIN) for the Controlled Drugs function. This was an extremely good and effective meeting, ably supported by Jane, Matt and Chloe. The discussions held in this forum are really valuable for building a joined-up and comprehensive picture of issues of importance where CD use, storage, prescribing and destruction are concerned.
Earlier on Tuesday the current CEOs of the LHBs met with the new Executive Director for Community, Primary Care and Mental Health and representatives from the secondary sector to consider the potential to create financial savings in year within the new division. A report had been prepared by the Trust as the basis for the discussion. Colleen will pick up this strand of work hitherto and I have conveyed the content of today’s discussion to her.
And today! What can I say?
First the office! The appearance of balloons, streamers, ‘good luck’ sprinkle, cards and pressies was so overwhelming – thank you to all who undertook to convert my office into a treasure trove. Thank you also for so many messages of good luck from all corners of the organisation.
Then to wish farewell to the Chairman was also a moving task to perform.
And, finally having to say ‘so long’ to all my friends here at Newbridge – is completely and utterly horrible.
I’m sorry I blubbed and didn’t say goodbye properly but it really is tough to go.
The job I am going to in Powys is quite poorly defined as yet, but it has Director of planning in the title. The team I’m joining is relatively new and I’ll be working with colleagues and friends from earlier times. There are a lot more sheep than people in the county and the territory is significantly greater than Caerphilly borough. I just hope my little car can cope!
We have all to experience change over the next few weeks and months, but it is my way to always see the ‘glass half full’. Opportunities will present for all of you that you might not even see coming – and for others you will find that the job you do adds value in new and better ways. Please keep in touch and take care
